Elena De Santis si è laureata in Ingegneria Elettrica (con lode) presso L'Università dell'Aquila nel 1983. Dal 1987 al 1998  è stata Ricercatrice, e dal 1998 al 2019 Professoressa Associata nella stessa Università dell'Aquila, dove è attualmente Professoressa Ordinaria,  presso il DISIM (Dipartimento di Ingegneria e Scienze dell’Informazione e Matematica). E' docente dei corsi di Controllo Ottimo e di Modellistica e Controllo dei Sistemi Ambientali.

Ha pubblicato articoli in riviste internazionali, atti di conferenze e libri su: analisi, controllo e ottimizzazione di sistemi dinamici vincolati ed incerti, model management per decision support systems, sistemi positivi, giochi dinamici, sistemi ibridi e a commutazione. E. De Santis ha ricevuto lo Outstanding Reviewer Honorable Mention dall'editorial board di IEEE Trans. on Automatic Control for 2004. E' membro dell'Executive Committe del Centro di Eccellenza DEWS (Architectures and design methodologies for embedded controllers, wireless interconnected and system-on-chip) dell'Università dell'Aquila. Membro di IEEE dal 1999, è stata elevata al grado di Senior Member, in 2006. E' membro della Commissione IFAC TC 1.3, su Discrete Event e Hybrid Systems. Ha presieduto e/o organizzato sessioni ed è stata membro di program committee nelle principali conferenze internazionali. Dal 2013 è membro dell'editorial  board della rivista "European Journal of Control" (Elsevier).

Dall'a.a.  2007-2008  all'a.a.  2011-2012 è stata presidente del Consiglio di Corso di Studi in Ingegneria Informatica e Automatica. E' stata  membro del Collegio dei Docenti del Dottorato di Ricerca in Ingegneria Elettrica e dell'Informazione fino al 2012. Dal 2012, membro del Collegio Docenti del Dottorato di Ricerca in Information and Communication Technology (DISIM). Inoltre nello stesso dottorato, dal 2015 è Scientific Supervisor per il curriculum Systems Engineering, Telecommunications and HW/SW platforms- Complex control systems (Cyber-Physical Systems).

Dal 2015 al 2018 ha presieduto la Commissione Paritetica del DISIM. E' stata membro del Presidio di Qualità dal 2018 al 2019 ed attualmente Delegata della Rettrice per il coordinamento dello stesso  Presidio di Qualità.
